BIA Message Delivery Service

Need to reach the Board of Immigration Appeals (BIA) but can’t get a clerk on the phone? We’ve got you covered. Email us your message, and we will deliver it to the BIA in writing.

Please send your message to Ben Winograd at both bwinograd@irac.net and irac.net@gmail.com. In the body of your email, please include the name/A-number of the respondent(s), your name and phone number, and the content of your message. For example:

Name/A-number of respondent(s): John Smith, A123-456-789

Name/phone number of attorney: Jack Wasserman, (202) 555-1234

Message: Please accept my pending EOIR-27

Messages must be received no later than 4:00 pm Eastern Time (ET) to be delivered that day.

IRAC’s standard delivery charge is $100. However, we charge $75 for attorneys handling cases pro bono and for purchasers of the current edition of our Index of Unpublished BIA Decisions.

By what time does IRAC need to receive a message to deliver it to the BIA the same day? 

IRAC must receive any message by 4:00 pm ET to submit it to the BIA the same day.

What time does IRAC deliver message to the BIA?

Messages will be delivered at approximately 4:15 pm ET. Emergency filings that must be delivered immediately will be subject to an additional fee.

How does IRAC collect payment?

After receiving your message, IRAC will email you an invoice containing a link to a website where you can enter your credit card information. The invoice must be paid prior to delivery. IRAC is immediately notified once the invoice is paid.

Does IRAC provide any guarantee that the BIA will acknowledge or act on the message?

No. While IRAC guarantees delivery of the message, it cannot guarantee that the BIA will call you back or take the requested action.
